Focus were retained by Derby City Council to provide a detailed evidence base, undertake community consultation, and develop a realistic £15 million strategic action and implementation plan, in close partnership with emda and GOEM for a consortium led by Derby City Council. This was approved by the European Commission as the only second round URBAN area in the East Midlands.
